Scientific Board
The Scientific Board shall consist of neutral scientists, scientists conducting research in the field of the Network activities, the leaders of the EURNEX poles and platforms and other invited scientists. The members of the Scientific Board shall be appointed by the Council. The rules and agreements related to the appointment must ensure that matters of confidentiality are observed and that all members of the Scientific Board sign a non-disclosure agreement.
The Scientific Board should deliberate on science-related matters of the Network and formulate recommendations to the EURNEX network and can also be requested by the Coordinator in agreement with the chairperson of the Council to deliberate on further specific topics. To this end, the Scientific Board shall in particular:
- (i) formulate recommendations concerning the socio-economic impact of the research themes and results and giving a general review of the scientific approach on the content, planning and execution of the Members' joint research programme performed within the Network;
- (ii) formulate recommendations with respect to any other scientific aspects and requirements of the Network;
- (iii) provide a quality check of proposed poles and platforms and scientific project content before being delivered to the council.
The Scientific Board shall meet at least twice a year or upon request by the Coordinator in agreement with the chairperson of the Council. The chairman of the Scientific Board will be nominated by the Council for its deliberations. For the first two years period Mr. Philippe Renard, Director Research SNCF has been nominated. The Scientific Board takes its decisions according to internal rules to be agreed upon by the Scientific Board and approved by the Council.
The organisation and management structure involving not only the EURNEX participants and members but also the users and customers of excellent rail research results reflects the main objective to establish a sustainable Network of Excellence. The EURNEX management structure aims at the introduction of "closed loops" enabling the review and the assessment of the scientific and user-oriented efficiency of the network:
The Advisory Board provides the EURNEX consortium with rail industry's and rail operators' requirements for scientific priorities and subject areas. The review and the evaluation with regard to the sufficient fulfilment of the Advisory Board demands by appropriate decisions taken and joint programme of activities performed by EURNEX is under the responsibility of the Scientific Board. The Scientific Board supervises the scientific excellence, the quality of poles and platforms as well as the measures taken towards the user requirements. By providing the Council with the assessment results the EURNEX Consortium will receive important feed back necessary for the further development of network as well as the development of the business plan to achieve sustainability.
