Mr. Wolfgang Steinicke moderated the topic "Benefits through Intelligent Management of Transportation Infrastructure" on Thursday 25 October 2012 9:00 - 10:30. Transportation infrastructure has to fulfil high standards of requirements like reliability, availability, maintainability and safety. Ensuring these aspects is very cost and time intensive. New technologies which allow data to be collected and processed help the infrastructure operators to schedule maintenance proactive, while the lifespan of the vehicles and infrastructure can be prolonged, life cycle costs can be reduced and accidents can be prevented. ITS offers a lot of dynamic maintenance solutions for all modes of transportation. This session should give an overview on new methods for preventive maintenance strategies.


EUTRAIN 2nd Regional Workshop - South Asia and Asia Pacific in Beijing on 6 September 2012
Venue:The Landmark Hotel & Towers, Beijing, China

The workshop consisted of two sessions, presentations and a panel discussion, to share experiences of international cooperation in speakers' and panelists' work and identify a number of issues that relate to the future practice in transport research. The main conclusions can be summarized in the following four areas:

  • Mechanisms for International Cooperation
  • Other issues.

BTRC, China:
  • Transport emergency response and evaluation system (special weather, like snow, rain, special events)
  • Public transport data analysis system, i.e. how to process at a major interchange to deal with huge number of passengers or some special conditions
  • Congestion charging; particularly experiences from London and Singapore
  • Sharing experiences in use of Traffic Performance Index

Current status, characteristics and issues in international transport research cooperation

The European Commission has launched an initiative to foster international cooperation and tackling the grand challenges of the global society. Based on past experiences and relevant cooperation of EURNEX, led by
Assist. Prof. Dr.h.c. Wolfgang H. Steinicke (CEO & Secretary General) and its partners institution it has attract further institutions specific interest to enhance International Cooperation in the field of Transport and transport research
within the framework of the initiated project EUTRAIN.

Therefore the European Transport Research Area International Cooperation Activities (EUTRAIN) project seeks to investigate key issues for the development of such cooperation and propose an appropriate framework.
The project will build upon the existing experience and know-how in this field - as well as on existing statutory arrangements - and will go further to produce specific recommendations and policies that can be applied in short to medium time frames.
The EUTRAIN project is funded by the 7th Framework programme for research of the European Commission.

With support of the Delegation of the European Union to Japan, Mrs. Dr. Barbara Rhode (Head of Science & Technology Section) an EUTRAIN bilateral Meeting has been organised by EURNEX and its strategic partner the
"Institute for Transport Policy Studies" (ITPS) in Tokyo on September 04, 2012.

Some 20 scientific excellences covering all modes of the transport sector met at ITPS premises to establish a concise picture of the current situation taking lessons learned
from experiences setting the priorities and topics of mutual interest and developing a potential roadmap for future collaboration.

The experts were agreeable that a substantial international cooperation is based on intense and trustful communication and research at an equal level playing field with mutual interest covering the societal challenges.
The mayor areas of mutual interest and concern identified are tackling the grand challenges where transport is affected or can considerably contribute. They also convene that the global aspects
of climate change, zero emission energy, ageing society, innovative smart and green transport solutions in mega cities, safe, secure and integrated transport, new financing models and education and training will be thematic priorities
in a framework agenda towards future research cooperation.

The findings and lessons learned from this bilateral meeting will contribute to define the recommendations for the EUTRAIN project team to the European Commission. Here you can download the presentation

Current status, characteristics and issues in international transport research cooperation

The European Transport Research Area International Cooperation Activities (EUTRAIN) project seeks to investigate key issues for the development of such cooperation and propose an appropriate framework. The project will build upon the existing experience and know-how in this field - as well as on existing statutory arrangements - and will go further to produce specific recommendations and policies that can be applied in short to medium time frames. The EUTRAIN project is funded by the 7th Framework programme for research of the European Commission. Main subject of the meetings is to establish a concise picture of the current situation per region of interest, as regards the status of international cooperation for transport research and the development of a roadmap for organising future collaboration. We are fully agreeable to concentrate and to start discussion on experiences and objectives, to assess
  • state of the art
  • the needs and thematic issues, topics of interest and
  • priorities for research cooperation
  • capabilities for quality research
  • the barriers / gaps / diversions
and to discuss viable instruments and tools for international transport research collaboration (as well as other characteristics of such transport research).
The evaluation of a questionnaire, as initial step of our contacting, was be the basis for bilateral meetings and a workshop that will aim to collect further data and experiences related to the project aims and objectives, to assess the needs and topics of interest and priorities for research cooperation of the respective countries and regions with the EU, and to discuss viable instruments and tools for international transport research collaboration (as well as other characteristics of such transport research).

SCOPE AND CONTENT OF THE EUTRAIN PROJECT - SCOPE AND OBJECTIVES OF THE WORKSHOP

As presented the EUTRAIN project, introducing its content, main activities and topics of interest. The scope and objectives of the workshop that was to collect data and experiences related to international collaboration, assess the needs and topics of interest and priorities for research cooperation of the Russia the EU and discuss viable instruments and tools for international transport research collaboration. The main objectives for the Tokyo meeting are.
  • Identify countries' research capabilities, investment, future priorities and potential for cooperation with the EU in the prospect of mutual interest, in major regions of importance to the ERA-T
  • Consider and discuss current practices for research governance and management, barriers, gaps and diversions for international transport research cooperation
Expected outcome
  • Current practices - characteristics - and issues in international transport research cooperation in the regions and countries that are examined related to the topics of interest.
  • Research Topics and future priorities for international transport research cooperation as well as the capabilities for potential future cooperation with the EU in all regions examined.
  • Towards a Framework for EU international transport research cooperation (Topics, Organisational models and tools, and other Recommendations).

Three Main Themes that created the tempo
1. From research to deployment (Fulfilling the EU and Horizon 2020 Agendas)
  • Seamless support from idea to the market with simplification in procedures
  • Adopt a "customer led" research agenda
  • Reforming the innovation and research governing systems of the future
  • Building "psychological" innovation through burden sharing, and creating the vision
2. Providing competitiveness for the European transport industries
  • Offering innovation as a stimulus to competitiveness
  • Faster standard setting, access to venture capital, more public procurement of research
  • Build upon existing technological strengths (e.g. sustainable mobility, environmental technologies, maritime construction, etc) and achievements (EGCI, City mobile, etc)
  • Key emphasis on: light materials (resources ?), flexibility in construction, smart systems (connected), etc
  • Skill shortage to support competitiveness (must press on further education, and R&D)
  • PPPs crucial in risk sharing and risk reduction.
3. Decarbonisation and energy forms
  • Fossil fuels here to stay for the next 30 years but steps beyond them must start now : improvement of gasoline and diesel engines / stop - start hybridisation / Electrification
  • Decarbonisation in Maritime must be addressed to new ships (retrofitting of old ones poses problems)
  • A fully integrated approach including many measures, necessary
  • Roadmaps for the future actions needed (for all modes- for road, ERTRAC already on the way)
5 major challenges emerged...
    1. Innovation, across all modes and services
    2. Infrastructure development and maintenance
    3. Intelligence in Transport operations (ITS)
    4. Integration of systems /services across modes
    5. Impacts on society and economy
These 5 I's are expected to dominate transport research in the future!

The Standing Committee decided on topics redirection of EURNEX Association, that includes at first priority foster cohesion and education of excellent engineers with:
Joint programming in an more international environment, Scientific exchange by persons and via EURNEX / UIC knowledge management system,Marie Curie provisions and
Education and Training towards a EURNEX EURail University with special emphasis to the Bologna process and Rail industries requirements.

EURNEX, now accepted and embedded in the European Rail System and ERRAC also, has to reconsider:
  • Roadmaps in the sense of preparatory research for market uptake
  • EURNEX scientific research contribution and financing in a co-modal environment expressed in an EU Strategic Transport Technology Plan
  • Mid-term regional, national and international projects and FP7 call 4 / 5, ERA-NET and FP8 integration
  • Pole orientation , integration, cohesion and position within the Rail Sector

ERRAC ESG meeting on March 14th 2012
European Rail Research Advisory Council

ERRAC was set up in 2001 with the ambitious goal of creating a single European body with both the competence and capability to help revitalise the European rail sector and make it more competitive, by fostering increased innovation and guiding research efforts at European level.

Within ERRAC, all major rail stakeholders are gathered. ERRAC comprises of 45 representatives from each of the major European rail research stakeholders: manufacturers, operators, infrastructure managers, the European Commission, EU Member States, academics and users' groups. ERRAC covers all forms of rail transport: from conventional, high speed and freight applications to urban and regional services.

Since its start in 2001, ERRAC has produced a number of important and influential documents, such as the Joint Strategy for European rail Research - Vision 2020, the SRRA - Strategic Rail Research Agenda and its 2007 updated version, Suburban and Regional Railways Landscape in Europe, Light Rail and Metro Systems in Europe, Rail Research in Europe, a comparison of the Member States public research programmes with the ERRAC SRRA and others.

ERRAC ESG meeting This meeting was focused on the eRAIL50 results and the ERRAC future, the Errac-roadmaps project and the TRA - overview of ERRAC related activities.

DETRA Workshop in Berlin on 13 and 14 February 2012

Strengthening Research Institutions
Within the overall objective
"Strengthening Research & Innovation to foster European Research Area completion"

The concept of DETRA derives from the so-called Lyon Declaration. In 2008, the Lyon Declaration signatories i.e ECTRI, FERSI, FEHRL, EURNEX, HUMANIST, ISN and NEARCTIS committed themselves to work together on the deepening the European Research Area objectives in transport in order to address the Grand Challenges. From this commitment grew the objective to create a European Transport Research Alliance (ETRA) that would strengthen the transport domain.

The key priorities of this Alliance were to examine the strengths, weaknesses, opportunities and threats (SWOT) in the domain and develop common understanding and approaches to reducing fragmentation and overcoming barriers.

With the support of the European Commission, the DETRA project will provide a detailed examination of the current status and structure of transport research, bringing together the competences of all the partners together with their networks and associated links to provide the most comprehensive assessment of all the aforementioned aspects of ERA development. The project will then set out, and begin implementation, of the next steps in developing the Surface Transport ERA.

WP3/WP6: Workshop: "Strengthening Research Institutions/ international cooperation", "Strengthening transport research institutions in a cross-mode and co-modal consideration when tackling the Grand Challenges of the future and fulfilling mid and long term white paper perspectives to foster ERA deepening"

Identification of how research institutions already have realised the policy for ERA overcoming fragmentation and transport sector research integration. Followed by identifying barriers causing weaknesses and/or characteristics successful contributing to strengthen research institutions.
Recommendations agreed upon will be accompanied by lead criteria & trends permitting a regular assessment of progress. The WP will consider the requirements of all modes of transport.

This workshop was focused on how CEEC research organization can be supported to better adapt to the ERA objectives and the actions still to be taken to become mid-21st century excellent research organisations (scientific excellence, relevance excellence, governance excellence) providing high quality services for the Knowledge Triangle.

Foundation of EURAIL University, October 20, 2011

More than 10 years of hard work: Founding of EURAIL University the "virtual University of Railways" on October 20, 2011 in Brussels,
W.Steinicke (EURNEX Secretary General) and M.Pereira (EURNEX Council Chairman and leader of Pole 10 Training and Education)




The development of the European Railway sector needs well managed and collaborative research and targeted research lead education. The SKILLRAIL project will devote a significant effort to design and launch a sustainable framework, EURAIL "European University of Railway", for creation, dissemination and transfer of knowledge within the railway sector. By addressing the needs of the sector the European University of Railway- EURail will provide the conditions to disseminate the social and industrial benefits of training and education in the railway sector and to develop, at European level, high quality training and education activities for the railway community of tomorrow.





In line with the SRRA of ERRAC, EURail is expected to promote interaction among its associates and to define clear and realistic objectives in view of the establishment of new and innovative forms for further cooperation between industry and academia.
Based on knowledge, experience and people from "real" universities in Europe, EURail is virtual in nature and aspires to foster at European level excellence by gathering and networking the different relevant organizations and institutions around an educational project suitable to the needs of the European Rail sector. EURail`s unique feature is this concentration of high-level knowledge and expertise in one single sector/problem-oriented institution. It is expected that EURail will form a coherent community able to define lines of actions and conduct sustainable business in close liaison with the Network of Excellence EURNEX.

ITST 2011 – The 10th International Conference on ITS Telecommunication

"Intelligent Mobility – Key Technologies to make EC White Paper on Transport come true"

ITST-2011 conference aims to provide leading edge of research and experimental results on ITS services and applications, especially this year is focused on novel approaches for traffic safety provisioning.
Authors are invited to submit papers presenting new research results related to the theory or practice of intelligent transportation systems (ITS) for different types of transport - automobile, railways, maritime, aeronautics and space.
