FUTURAIL Final Conference on June 01, 2010 in Berlin
The results of the FutuRail Project have been presented in the frame of the FutuRail Final conference on June 01, 2010 in Berlin (Germany). In workshops on Women role in railway research and Requirements on necessary skills and expertises for the future jobs in the railway sector FutuRail outcomes have been discussed. The discussion started by presentations of rail industries representatives e.a. Daniel Cadet (Alstom, Director External Affairs). The requirement on the adoption of training and education according to the challenges that Industries, Operators and Infrastructure Manager are facing have been highlighted especially. These requirements are not limited to excellent technical skills. Employer additionally demands management skills and soft skills. Next logical step will be the introduction of the FutuRail results in the Training and Education programs of Universities in a project called SkillRail. Main target for the future is the establishment of the virtual European Rail University EUrail.

ITST 2009 conference

Organized by INRETS in Lille, October 2009

The 9th International Conference on ITS Telecommunications will be held on October 20-22, 2009 in LILLE (North of France) at Nouveau Siècle congress centre. After Phuket in Thailand, the conference is returning to France. It will bring together engineers and scientists in the field of New Technology of Information and Communication for Intelligent Transport Systems (ITS).

Decision of the Commission of 23.6.2009 - acceptability criteria for average personnel cost methodologies

Dear National Contact Points for Legal and Financial Matters,

The Commission has adopted on 23 June 2009 acceptability criteria for average personnel cost methodologies in FP7.

  • Methodologies in which, for each personnel category, the difference between the average rate and the extreme values (upper and lower rates) is = 5% : the methodology is acceptable.
  • Methodologies in which, for any personnel category, the difference between the average rate and the extreme values (upper and lower rates) is > 25% : the methodology is not acceptable.
  • Methodologies not fulfilling the first criterion and in which, for each personnel category, the difference between the average rate and the extreme values (upper and lower rates) is = 25%: only methodologies applied by beneficiaries having participated in at least 4 FP6 with an EC contribution in each of them equal to or above 375.000 € or 4 FP7 with an EC contribution in each of them equal to or above 375.000 € are acceptable.

EURNEX is one of the very few Networks of Excellences to come close to achieving the originally defined objectives of the European Commission and of its members. With some 15 months of self standing operations the EURNEX Council will analyse achievements, propose priorities and supportive measures acknowledging that "the child`s one year status" asks for further evolution and support.
In the Council meeting April 21st the scientific pole leader will join to foster knowledge sharing, discuss latest EURNEX/ERRAC relation developing better academic representation on ERRAC and organize customer oriented project proposals to underpin the roadmaps for more competitive rail system.
The EC work programme currently in process as well as the strategic aspects for Framework programme FP7 2011 - 2013 extension will be considered. The Council is followed by the EURNEX Advisory Board on April 22nd to finally direct priorities on long term strategic and short term operational activities of the EURNEX Association.
It is the EURNEX Advisory Board with high level presentation from rail operators, rail industries including SMEs, Infrastructure manager and rail stakeholder like European associations as well as European Rail Agency and intermodal experts to also reflect the latest developments, scenarios and strategies, market uptake requirements and to recommend measures to be taken.

These criteria endorse the notion "significant deviation" foreseen in article 31.3 of the European Parliament and Council Regulation (EC) No 1906/2006 and article 30.3 of the Council Regulation (Euratom) No 1908/2006 laying down the rules for participation of undertakings, research centres and universities in actions under the Seventh Framework Programme (2007 - 2013) and enable the processing of certificates on average personnel cost methodologies submitted by the beneficiaries (as per Form E of the FP7 model grant agreement).

Once their methodology is formally approved by the Commission, the beneficiaries will be entitled to declare average personnel costs in the frame of the FP7 Grant Agreements.

Having due regard to the applicable legal provisions, any beneficiary whose methodology is not approved on the basis of the acceptability criteria must submit actual personnel costs.

br> Meeting with Commissioner Potocnik GD Science & Research - Lyon Declaration 17.02.2009

In December 2008 there have been Discussion in the Lyon Council and x-Pole meetings which led to EURNEX contributing to the Lyon Declaration. This Declaration integrates intermodal, multidisciplinary associations like FEHRL, FERSI, ECTRI, Humanist, ISN, NEARCTIS and EURNEX with the objective to foster cooperation and deepening of the EUROPEAN RESEARCH AREA (ERA).
On 17. Feb. a team representing the signatories of the Lyon Declaration led by Guy Bourgeois, INRETS President and Chairman EURNEX Advisory Board was invited to discuss priority issues.
At a quick reaction I would like to share major points emphasizing the importance of intermodal collaboration and future integration of NoE achievements like EURNEX Association within the EC "strategic eyes" in a global governance.
The speaking points of the meeting with commissioner Potocnik you will find attached.

Within the discussion emphasis was given to

  • Fast reaction to "2020 Vision" endorsed and motivation to further cross border coordination and contribution to ERA with an essential role of EUROPEAN Research Associations
  • By collectively addressing our common challenges
  • By providing the expertise of the scientific community for Strategic Research Agendas (SRAs)
  • By defining SRAs and translating into specific thematic research issues / joint programming
  • By strengthening coordination with Technology Platforms (TPs) ERTRAC, ERRAC and WATERBORNE, also giving benefits these TPs with better integration of private research organizations and universities
  • By getting launching customers for innovative solutions in an integrated approach to improving logistics and mobility

  • Fully supporting to bring together and mobilize the excellence of research and fight against fragmentation of European research.
  • Fight research nationalism, go for the logic of European future with knowledge sharing and research cooperation.
  • In a multipolar world cooperation with US is crucial. Willingness on US side also is a clear sign of recognizing European excellence:
  • New agenda for cooperation with the new US administration will help
  • Lessons learned from TRB/INRETS study
  • US Department of Transport interest for collaboration
With DOT Federal Highway Administration/EURNEX and Lyon Declaration members on intermodal freight technology and operations like agreement on information technology.

With DOT Federal Railroad Administration/EURNEX on strategic studies, priority issues for freight and revitalization of pax and urban mobility.

EURNEX Association invited to TRB in Washington 01. 11 - 15 , 2009

The Transportation Research Board (TRB) in Washington took place January 11-15, 2009 (see http://www.trb.org/Meeting/2009/default.asp). The TRB attracts more than 10,000 transportation professionals from around the world. The mission of the TRB is to provide leadership in transportation innovation and progress through research and information exchange, conducted within a setting that is objective, interdisciplinary, and multimodal. The TRB program covers all transportation modes, with more than 3,000 presentations in nearly 600 sessions addressing topics of interest to all attendees-policy makers, administrators, practitioners, researchers, and representatives of government, industry, and academic institutions. The spotlight theme for 2009 is Transportation, Energy, and Climate Change.

EURNEX represented its capabilities, lessons learned from the integration process and protentials for international cooperation at TRB Rail Group Executive Board on Wednesday January 14, 2009. The Rail Group Executive Board consists of chairs of all the rail-related committees, including liasions from the freight and public transportation groups, and liasions from the TRB sponsors, the Associations of American Railroads and the Federal Railroad Administration.

Some further 20 EURNEX members have participating at TRB.

Lyon Declaration December with EURNEX Participation in 2008

The European Commission has published an article on EUROPA about the INRETS EUFP event of December 2008 and the Lyon Declaration. EURNEX Facts an trends document for external discussion, 17. December 2008

Together with EURNEX Council the network finished year 2008 with the successful EURNEX participation at Lyon Conference on "sustainable transport & mobility research and climate change challange" (08-12 December 2008). EURNEX Council and Pole Leader used the chance to meet in Lyon too.

Facts and Trends for EURNEX strategy have been presented and discussed supplemented by functional roadmap. The resulting "First Considerations & Contribution to Improvements in Capacity, Quality & Efficiency for a higher market share in Freight Transport in a co-modal environment" have been summarised after additional discussions in Pole 1 "Strategy and Economics".

With positive resonance to remarks we would like to encourage you to use for EURNEX presentations 5 EURNEX slides (PDF file, PPT available as well). This includes recommendatios for Government and Management to be followed by stakeholders to improve sustainability by NoE Associations.

EURNEX Secretary General would like to thank the EURNEX Council member for there huge efforts to make EURNEX a success.

EURNEX and ERRAC in November 2008

EURNEX members have committed themselves to participate within the ERRAC community as full member like rail industry (UNIFE), operator (UIC, UITP) and infrastructure manager. In doing so, EURNEX as legal entity is representing the majority of European university research of excellence within the EU27 as the step forward to an integrated European Research Area (ERA).

Fair enough that ERRAC in return did include EURNEX e. V. with relevant pole leaders into its New ERRAC-Roadmap Call 2 proposal.

In continuation of the 2nd Assembly of Members Nov 2007 in Prague also the 3rd AoM June 2008 in Zilina tackled this jeopardising of overall European Commission strategy and tried to overcome the hurdles.

It has been agreed

  • to continue convincing decision maker at ERRAC on the importance of integrating forces rather than split research and double or even triple actions and spoiling resources or missing creative innovation
  • to discuss EURNEX full membership with ERRAC chairmen and ask the European Commission to foster an integrated European Rail Research family when taking neutral objective advice
  • and finally prepare innovative solutions to fulfill future needs and requesting direct involvement of EURNEX e. V. with relevant pole leader in the New ERRAC Roadmap project, when the Proposal will be negotiated with the European Commission.
